Balance of Power · an Intuitionist-Fin experiment

What do the polls tell us?
And how often are we wrong?

We track all 435 House seats and all 100 Senate seats, with a closer look at six Senate races and twenty House races. Some seats have enough information for an estimate; others remain unresolved. We use polls and past voting to make test forecasts. A separate AI briefing reviews a few races each day.

The chamber experiment shows possible seat totals under stated assumptions. It does not yet publish a chance of controlling Congress. We do not use this election work to choose stocks.

Under review after the October 4 audit. The call below used v2, which missed some candidates’ prior experience. It is retained as a dated record, not a current recommendation. The corrected v3 model still has wide gaps and historical directional errors.

Earlier Codex judgment · October 4, 2026 · low confidence

Earlier call, now under review: a divided Congress

I would pick a narrow Democratic House majority and a Republican Senate majority. Both calls could be wrong; the House call is especially fragile.

House

Lean D

A narrow Democratic majority is my working call.

Senate

Lean R

Republicans are my pick to retain a majority.

Confidence

Low

A judgment to revisit, not a tested chance of winning.

Why make those calls—and what could change them?

The October 4 no-extra-shift model run leaves 21 House and eight Senate seats unresolved. As a rough starting point only, suppose those seats keep the party listed for their incumbent. Adding those assumed holds to the model’s average gives about 219.5 Democratic and 215.5 Republican House seats; in the Senate, about 46.2 Democrats, 51.8 Republicans and two independents. Fractional seats are averages, not possible election results. These are illustrative totals, not my exact seat predictions or the model’s official completion of missing races.

That assumption is weak: unresolved does not mean safe. Candidate parties and boundaries can change. California’s 6th district includes an independent candidate despite the inventory’s Republican incumbent label. Several Senate races involve independent candidates or ballot rules our model cannot yet handle. The numerical model therefore leaves these seats unresolved.

A small Republican improvement across House races could reverse my House call. Republican losses in more of the unresolved Senate contests could reverse my Senate call. I would revisit both with additional verified local polls, resolved ballots and boundaries, or a broad national shift supported by several polling firms. Shared polling mistakes could upset both calls together.

Outside evidence is mixed, not independent confirmation. The October 2 Senate consensus leaves five seats as toss-ups, and its prediction-market comparison points toward Democrats. Those are reasons to keep the Republican call tentative. I have not converted either source into our model’s probabilities.

Written by Codex under human stewardship, using the model run saved October 4 at 19:43 UTC. This is a dated editorial call, not an automatic daily update, a Claude Code audit conclusion or a validated control forecast. It is kept separate from the frozen model tests. Later revisions should preserve this original call.

New experiment · the whole chamber

How many seats could each party win?

We add up simulated races, allowing many races to move in the same direction. Safer-looking seats still have a chance of an upset.

These are scenarios, not settled predictions. Most seats use past voting and candidate experience, with recent local polls where we can match them. This version does not blend in national polling. The shift controls let you test a different national mood. Seats we cannot model stay unresolved. No probability of chamber control is published.

October 13 ballot check: eight Virginia districts have additional candidates missing from our earlier list. Those seats now stay unresolved rather than being assigned to one of the two major parties. Official Virginia candidate list.

A four-point shift changes each modeled race’s Democratic-minus-Republican margin by four points. It is not a four-point change in either party’s vote share, or a prediction of the national popular vote. The shared-error settings are assumptions we are testing.

Prior federal wins remain unverified in our archive for 26 listed incumbents. Unmatched is unknown, not proof of no experience.

How much do we know?

How wide could the result be?

Dark lines show the average seat range allowing for missing races. Pale lines show the wider possible range. The dashed line marks more than half the seats, not a chance of control.

How to read the ranges: the wider range covers the middle eight out of ten simulations for modeled seats, then allows unresolved seats to go either way. It is not a proven 80% range for the whole chamber. Each party’s endpoints describe different possible outcomes; they do not have to add up to 435 or 100.

The historical House estimates leaned too Democratic in six of seven elections. They also missed the 2018 Democratic wave in the other direction. Shared errors widen the ranges; they do not fix this bias. The model has no national-mood adjustment yet.
What has been tested so far?

We reused race predictions made in historical tests that learned only from earlier elections. We then counted party wins under different assumptions about shared errors. These tests cover eligible subsets of seats, not complete historical chambers. Missing races, changed boundaries and unusual ballots prevent a claim that the chamber ranges are calibrated. We have not chosen the shared-error setting by picking whichever looked best in this test.

Earlier-election checks on eligible subsets, 28 days before election day. Seat counts differ by year.

Independent candidates and some ballot formats need separate treatment. 9 contests have certified same-party ballots: 8 Democratic and 1 Republican. Those seats are counted by ballot party, conditional on the slate remaining in force—not by an assumed “safe” rating. Missouri’s district boundaries also need further review. A rating such as “safe” is never converted into a guaranteed win. The Senate includes 65 continuing seats; the 35 elections include Florida and Ohio special elections. Other source candidate lists remain provisional.

Seat inventory: 270toWin House and Senate. Same-party California ballots checked against the official certified list. Continuing seats checked against Senate Class I and Class III. Their ratings do not set our numerical estimates.

Two approaches, one fair test

Compass and Tide

Compass looks at local polls, voting history and candidates’ past elected experience. Tide asks how the national political mood might shift an area’s usual vote. We save both so we can check which is closer after the election.

A separate test corrects four candidate-name matches

In NY-17, PA-07, VA-01, VA-05, different spellings caused our archive to miss a candidate’s past federal election win. We now save a corrected version alongside the original when a matching local-poll forecast is available. It does not replace the Compass estimates shown here.

We will compare the same races at the October 20 and October 27 checkpoints. Earlier forecasts remain unchanged. This fixes an input problem; it does not yet show that the corrected version predicts better.

Tide adds the national congressional polling lead to an area’s past lean compared with the country. For example, an area five points more Republican than the country, with Democrats three points ahead nationally, gives an R+2 estimate. That example is made up.

Only 0 eligible polling firms; Tide needs at least 3. Checked Oct 23, 2026 at 23:45 UTC. 0 eligible polling firms; at least three required. Tide does not yet give a chance of winning or an uncertainty range. Neither model is proven better.

  • HarrisX/Harris: Outside the 21-day fieldwork-end window

The original records are preserved. We do not substitute guessed corrections.

Circle: Compass. Square: Tide. Both use vote-margin points: right means a Democratic lead, left a Republican lead. These dots are estimates, not confidence levels. Missing dots mean no estimate.

How will we decide which works better?

We compare predictions saved before 14:00 UTC on October 6, 20 and 27. After official results are recorded, we measure how far each model missed, in vote-margin points. We compare the same races on the same dates, and show where either model could not make a prediction. House and Senate results stay separate.

Many races can move together, and repeatedly forecasting the same election is not the same as testing many elections. A good result here would be a reason for further testing, not proof that we beat other forecasters.

Our central estimate can favor a party even when our range includes a win by either side. A different leading party is a difference to investigate—not proof that either forecast is wrong. Ohio and Maine still have no comparable model estimate because their election formats need more work.

A second opinion

How do we compare with the polling averages?

Compass projects the final vote margin. The outside averages describe recent polls. They use the same point scale, but answer different questions. Agreement does not prove either is right, and they may use many of the same polls.

Circle: our forecast. Square: outside polling average. Right of “Even” means a Democratic lead; left means a Republican lead. The line joins the two estimates—it is not an uncertainty range.

These are selected, dated observations, not a complete survey of forecasters. A successful daily check can record an unchanged figure; a failed check never renews its date. We pair each outside observation with our most recent forecast from the preceding 24 hours, using the same model version. Races without a numerical match appear in the coverage table above. “Toss-up” ratings and win probabilities are not converted into vote margins. This display is separate from the fixed-deadline accuracy test.

Forecasts on the map

Select a race marker to see its forecast. Blue means a Democratic lead in the central estimate; red means a Republican lead. Hollow markers mean the range includes either side ahead. House district boundaries are not shown.

● Democratic central lead ● Republican central lead ○ Either side within the range ● Estimate unavailable

S = Senate; numbers = House districts. Dashed outlines mean only one or two recent polls. Markers are grouped by state, not exact district locations. State shading shows the watchlist only, not a state-wide forecast.

Experimental estimates

What does the model expect?

Our Compass model combines recent polls, local voting history and candidates’ past federal elected experience. These are research estimates, not proven predictions.

A positive number means the Democrat is ahead in vote share; a negative number means the Republican is ahead. The range aims to contain about eight out of ten results, but past tests show it can miss more often. It is an uncertainty range, not a poll’s sampling margin of error. Candidate identities still need official ballot checks.

Dot: central estimate. Line: possible range. If the line crosses “Even,” either party could finish ahead. All charts use the same scale.

Daily update

What is worth watching?

Scheduled each morning at 8:15 Eastern time. One assistant looks at a few races each day. It checks what is new and what we still don’t know. We may miss an update if data is unavailable, a task fails or we reach our spending limit.

Could not find: leaners, question_wording, sample_size

All six selected races changed in the feed, but only Texas has substantial polling evidence. The checked Emerson poll reports Texas essentially tied. House evidence is thin, markets are unusable, and other selected races are unchanged in substance because the feed supplies no polls.

NH-SEN

Too little information

No polls were supplied; the unresolved market observation provides no usable direction.

What is missing: Candidate mappings and ballot status await official verification.

OH-SEN

A close race

Seven polls are reported, but the packet shows no candidate results, preventing comparison of leads.

What is missing: Question wording, leads and original documents were not supplied.

TX-SEN

A close race

The checked Emerson survey reports 48% Talarico and 46% Paxton before leaners, with 49%-48% after leaners.

What is missing: Other poll results and original documents were not supplied; Emerson's stated 3.1-point interval differs from the feed's 2-point margin.

PA-07

Too little information

No polls were supplied; the unresolved market observation provides no usable direction.

What is missing: Candidate mappings and ballot status await official verification.

PA-10

Too little information

No polls were supplied; the unresolved market observation provides no usable direction.

What is missing: Candidate mappings and ballot status await official verification.

TX-15

Too little information

One recent poll is listed, but its candidate results are absent, so no lead can be assessed.

What is missing: Sample size, question wording and candidate percentages were not supplied; no original document was offered.

What to check next
  • Verify official ballot and candidate mappings for all selected races.
  • Obtain candidate results and original documents for Ohio and Texas Senate polls.
  • Obtain Texas-15 sample size, results, wording and original source.

A poll is a survey, not a forecast. A single poll is not enough for us to publish a chance of winning. It also matters who paid for the poll and how it was carried out.

We removed the earlier forecast percentages after a review found problems. We are improving the calculations and checking the original reports. We do not automatically adjust a poll because of who paid for it. Having polls from two companies would not, by itself, make a forecast reliable.
How closely have we checked these polls?

We have saved passages from original sources for 16 of 106 polls in the current list. None is marked as fully checked. Finding a passage about sample size or weighting does not prove that the survey was carried out well.

Would giving some polls more weight help?

We are testing four ways to combine polls. The first gives newer polls more weight. The second also gives larger samples a modest extra weight. The third considers how much each polling company differed from others in earlier elections. The fourth also adjusts for a company's past tendency to report a higher or lower Democratic lead. These are test versions; they do not change Compass or Tide.

A company can disagree with others and still be right. We do not assume a party-sponsored poll is wrong. Missing survey details remain missing; an AI summary cannot fill them in.

Average miss in earlier elections, in percentage points. Lower is better. Each election year counts equally.

These are development tests on the same races from 2012–2022, learning adjustments only from earlier years. We do not know exactly when old polls were released, so we allow three days after the middle of each survey. We also test six days. This archive does not cover every race, and results may not carry over to 2026. These tests compare polling averages, not full forecasts with local background information.

Last collected: 2026-10-23T23:45:33.779692+00:00. This list covers polls conducted within the 45-day period used in our latest collection. A positive lead means the Democrat is ahead; a negative lead means the Republican is ahead. Details about who paid for a poll may be incomplete.

Testing a new approach

Can we predict a race with only a few polls?

We use local polls, past presidential votes in the same area and whether a candidate has previously held federal office. One version adjusts how much it relies on polls compared with that background. If the two point in different directions, it allows for a wider range of results.

We last saved test predictions on 2026-10-23T23:45:38.298824+00:00 for 24 of 26 tracked races. We update them after collecting data each morning and evening. We save them so we can check them after the election. We are not publishing their chances of winning yet.

Tests on past elections · a lower score means fewer prediction mistakes
RacesDays before electionRace results checkedPolls alone ↓Polls + past votes ↓New approach ↓How often the result fell in its expected range
Senate281340.0790.0720.06875%
Senate141300.0790.0670.06683%
Senate71490.0670.0620.06180%
House282600.1600.1330.12882%
House142880.1620.1360.12878%
House73190.1530.1290.12478%

Each row checks predictions made 28, 14 or 7 days before election day. “Race results checked” counts races across several years. The mistake score measures how close the predicted chances were to what happened; try the score example.

The expected range is meant to contain about 8 out of 10 results. If it contains fewer, the forecast may be too sure of itself. At four weeks before the election, our Senate range still misses too often.

The new approach did better on average than the “polls + past votes” comparison. However, we cannot yet tell whether it will keep doing better. Its results vary by election year, and the improvement is less clear in close races. Some of the gain comes from knowing a candidate’s past experience; adjusting the balance between polls and background does not always help.

The revised comparison

Same races, stronger comparisons · lower mistake scores are better
RacesDaysExperience regressionFixed blend, revised rangePolls alone, fitted rangeLearned weights, unchanged
Senate280.0690.0650.0800.068
Senate140.0660.0630.0810.066
Senate70.0610.0590.0670.061
House280.1310.1240.1570.128
House140.1300.1200.1630.128
House70.1240.1190.1540.124

These are further development tests after the review, not independent proof. Changing a forecast’s range also changes its stated chance. The fixed blend’s ranges are still wider than intended; the polls-only ranges still miss too often.

A further check found that a simpler, fixed blend did better in four of the six matched comparisons in the working paper. It gives the polling estimate 75% of the weight and the background estimate 25%. The fixed blend’s ranges were wider than needed, so this was not a fair test of range quality. A later calibration check reduced that apparent range advantage; the fixed blend still had wider ranges than needed. The simpler experience regression is now the main research method; learned weights remain a secondary experiment. Neither has proved it is best.

We tested six past elections. A race may appear in the table at more than one date, so the rows overlap. We now need to check predictions recorded before future elections and compare them fairly with established forecasting services. The new work also needs a separate review.

More about the tests and missing data

We don’t know the exact release dates of the old polls. We tried assuming they became available three days, or six days, after the middle of the survey period. Neither assumption replaces the missing dates. Our poll archive ends in 2022, so a separate 2024 test uses past votes and candidate experience without polls.

Missouri’s test prediction uses polls alone while we check its district map. Maine and Ohio Senate are left out for now because their election formats need more work.

Testing against earlier elections

Why did we remove the earlier forecasts?

We tested elections from 2012 through 2022, each time learning only from earlier years. We compared our earlier method with a simple calculation using polls alone. That calculation allows for polling errors using a six-point setting. A lower score means fewer prediction mistakes.

Earlier approach · average scores from past elections
RacesDays before electionEarlier approach ↓Simple comparison ↓How often the result fell in its expected range
House70.1620.15877%
House140.1680.16779%

Senate70.0670.06569%
Senate140.0830.07873%
Senate280.0810.07675%

The earlier method did worse than the simple comparison in five of six groups. Its Senate ranges were meant to include about 80% of results, but included only 69%, 73% and 75%. It was too sure of itself. We removed its public forecast percentages while working on a better approach. How the mistake score works.
